Technical Summary – Event Description Sheet (Deliverable WP4): CLYMACT 2nd Transnational Event on Food Poverty

This document provides a technical summary of the Event Description Sheet (EDS) related to the 2nd Transnational Event of the CLYMACT project (WP4), hosted by Unione Reno Galliera (Bologna, Italy) from 20 to 23 October 2025.
The event focused on the thematic priority of Food Poverty, analysed through the lens of climate action, sustainability, social inclusion and youth participation.


Event Overview

The WP4 transnational meeting was organised as an in-situ conference, gathering 166 participants from five EU Member States (Italy, Spain, Hungary, Greece, Croatia).
The programme combined:

  • institutional exchanges,

  • thematic and methodological sessions,

  • field visits and best-practice analysis,

  • youth-led participatory activities,

  • cross-country comparative discussions.

The overarching objective was to deepen the consortium’s understanding of how food poverty interfaces with climate-related vulnerabilities, and to equip young participants and local authorities with tools and insights to co-design sustainable and socially equitable food systems.

The event maintained a strong youth engagement component, in line with the project’s objective of fostering structured cooperation between young citizens and local municipalities.


Programme Structure and Key Technical Components

20 October – Opening and Intercultural Introduction

The opening session at Palazzo Rosso provided a formal institutional framework and clarified the methodological objectives of WP4.
The subsequent experiential workshop on sustainable local food production introduced the first thematic layer: the relationship between local food cultures, territorial resources and resilience.


21 October – Local Best Practices and Community-Based Approaches

The day centred on territorial models addressing food poverty, with a specific focus on:

  • accessibility of fresh and healthy food,

  • social inclusion mechanisms,

  • collaborative food governance.

Technical activities included:

  • multi-stakeholder thematic tables at Villa Smeraldi,

  • an on-site case study analysis at the Community Solidarity Emporium in Pieve di Cento (redistribution of surplus food, local partnership networks, user profiling, impact monitoring),

  • youth simulation exercise addressing global food system imbalances, designed to improve decision-making, negotiation and systemic thinking.


22 October – Governance, Innovation and Strategic Planning

This day provided the core technical content of the WP4 event.
Key elements included:

Institutional Governance

  • High-level presentations by the Metropolitan City of Bologna on public policies addressing food poverty, sustainability and territorial coordination mechanisms.

Innovation in Food Systems

  • Technical dialogue with Società Italiana Sementi (SIS) addressing agricultural innovation, seed resilience and adaptation to climate stressors.

Anti-Waste Strategies

  • Expert session with Prof. Andrea Segrè concerning methodologies for food waste reduction, local circular economy systems and evidence-based approaches.

Collaborative Work Packages

  • Cross-country thematic tables focusing on:

    • data collection and monitoring of food poverty,

    • local circular economy models,

    • scaling best practices across EU municipalities,

    • stakeholder engagement methodologies.

The day concluded with structured presentations by each working group, leading to a preliminary formulation of action-oriented follow-up recommendations for upcoming project phases.


23 October – Closure

The final sessions enabled participants to consolidate the event’s findings, share cross-cultural insights and reflect on the operational implications for future activities within the CLYMACT framework.


Key Outcomes

The technical outcomes of the WP4 event include:

  • strengthened cooperation between local governments and youth representatives on food poverty-related climate actions;

  • comparative mapping of best practices across five EU Member States;

  • identification of scalable community-based models for sustainable and inclusive food systems;

  • development of methodological insights on participation, monitoring and cross-sectoral governance;

  • consolidation of transnational youth networks promoting climate-resilient food policies.

The event demonstrated how local governance, innovation, civil society and youth leadership can interact to address structural inequalities amplified by climate change.
